我曾經有以僑生身份申請臺灣的大學，但是沒有分發就讀。依照規定我是符合外國學生身份的。請問，我還可以以外國學生身份申請明新科大嗎？I applied for universities' admission in Taiwan as an Overseas Chinese Student, but I did not enroll nor recive placement permission. According to the Ministry of Education's "Regulations Regarding International Students Undertaking Studying in Taiwan", can I still apply MUST as an international student?
